Tunisia-Germany: €78 Million Grant for Water and Finance Sector Programs

The German Development Bank (KfW) has awarded Tunisia a grant totaling €78.8 million (approximately 261.2 million Tunisian dinars) under financing agreements signed on Wednesday in Tunis.

These agreements, part of Tunisian-German bilateral cooperation, aim to implement programs to improve access to drinking water in rural areas, support renewable energy projects, and enhance the continuity, efficiency, and transparency of public financing, according to a statement from the bank.

The agreements were signed by Tunisia's Minister of Foreign Affairs, Migration, and Tunisians Abroad, Mohamed Ali Nafti, and Andrea Hauser, a member of the KfW executive committee. The ceremony was attended by Germany’s Ambassador to Tunisia, Elisabeth Wolbers.

Under these agreements, a €27 million grant will be allocated to the National Water Utility (SONEDE) to improve drinking water supply in rural areas of the Béja governorate. This funding complements an earlier initiative that connected approximately 32,000 people to safe, continuous, and high-quality drinking water for the first time. The second phase of the project will connect an additional 45,000 individuals. This project is also supported by German financial cooperation, the Tunisian government, and a grant from the European Union.

Additionally, a €1.3 million grant will be provided to the Ministry of Agriculture, Water Resources, and Fisheries to fund geological, geotechnical, and engineering studies related to transferring water from the Barbara Dam to the Bou Hertma Dam as part of a program to improve water storage, transfer systems, and flood protection.

In the financial sector, the Ministry of Finance will receive a €40 million grant to modernize public financial management.

A further €10.5 million grant has been allocated to the Ministry of Economy and Planning to finance Tunisia’s contribution to the capital of the African Trade Insurance Agency. This contribution will grant Tunisia access to the agency’s regional liquidity support mechanism, aiming to boost investments in renewable energy within the country.

These initiatives add to a long list of projects across various sectors that form part of the longstanding technical and financial cooperation between Tunisia and Germany, which dates back to the 1960s.

Germany’s Ambassador to Tunisia, Elisabeth Wolbers, stated:
"Through Tunisian-German cooperation, we are jointly working to improve living conditions and open up future prospects, particularly for women and youth. The financing agreements signed today strengthen this close and long-standing partnership based on mutual interests, fostering inclusive development for all."

Jörg Dux, the resident director of KfW’s Tunisia office, added:
"The projects signed today reflect the broad scope of German financial cooperation with Tunisia, aimed at supporting reforms in infrastructure and financial systems to promote sustainable, socially equitable, and environmentally friendly economic growth."
